Don't know answer....Did you try? Click on "DESIGN" at upper right of blog On add and arrange page, click edit on header box. Browse and find image and add. Check on which placement to use and save. Is your image sized to fit in box? Hope this helps. I am not too good but this worked for me when I add a pic in Banner/header
I don't know either but I seem to be the only follower of the Delightful Inspirations blog that see's black instead of white! Lets blame it on blogger.

Second thought ...are you trying to get picture on the banner or for the entire blog?
